9月上旬、マレーシアの行政官に公務員倫理についての講義を行いました。午前と午後の終日の講義でしたが、どの受講者も楽しく受講してもらえたようです。

　学んだこと・気づいたこと

　　-Work ethics is very important in all organizations. In the lecture, Prof. Nakaya has stressed on 2 types of public service occupational ethics which are: common ethics and strict occupational ethics. Both of the public service occupational ethics as a guide on how the public servants behave at workplace. During the group discussion, the tips and hints that I have captured such as integrity, accountability, honesty, efficient etc. as the characteristics of the public servant. In comparing with the Japanese public servants characteristic which focus on neutrality, fairness, equity, disclosure, confidentiality etc. Prof. Nakaya mentioned that for public servants to make decision, they have to consider the attitude of questioning, moral consideration and in-house communication. For the afternoon session, Prof. Nakaya explained on the decision making aspect, in which decision must be made based on small gain with low risk (low negative impact).

　-Prof Nakaya’s paper is very interesting. Giving case studies gave a clearer picture of how Japanese’s work ethics are.

　-The lectured was very informative and many approaches were given to give the opportunity to the participant s to study and think what is the best decision has to be made when facing in the dilemma situation.

　-Dr. Nakaya is a very experienced lecturer.

　-It is an intresting and informative lecture.

 

　いくつもの討議を経て実感したマレーシアと日本の公務員の相違点は、とても有意義な知見を私にも与えてくれました。今回いただいたコメントを踏まえ、今後もよりよい講義を提供していきます。
