本研修は、1981年マレーシアのマハティール元首相が、日本の経験に学ぼうと｢ルックイースト政策｣を提唱し、 マレーシアの経済発展には日本人の労働倫理を学ぶ必要があることを強調したことからスタートしました。国際協力機構(JICA)は 1982 年より｢マレーシア経営幹部セミナー｣を開始し、本 研修はそれを引き継ぐ形で現在実施されています。本研修を通じてマレーシアにおける人材の育成並 びに日本・マレーシア両国間の相互理解及び友情の促進に貢献することを目的としています。 

　私の講義については、研修受講者の方々から下記のようなコメントをいただきました。

　・It was a good methodology of presentation by the lecturer that made sessions were very interesting and informative. Public servants have to understand the differences between ethics and morals. Public service ethics is a code of conduct that required in the public service.　

　・Thanks to Prof Nakaya for the good lecture and knowledge sharing.

　・Very interesting topic and I learnt more on negative and positive ethics in occupational through the example given by Prof. Nakaya.

　・There are a lot of similarities about Public Service Ethics of public officers between Malaysia-Japan. By the way, it was a good methodology of presentation by the lecturer.
